Richard Stout is the CEO and managing consultant of Stout Security Consultants (SSC), a risk management and investigative firm specializing in safety and security, technical intrusion detection and venue event logistics. Before joining the Federal Bureau of Investigation (FBI) as a Special Agent in 1997, Stout had already spent 10 years in law enforcement as a deputy sheriff and state trooper.

Stout is a certified FBI Technically Trained Agent and managed the FBI Technical Security and Countermeasures program in Miami while working at the FBI. He engaged and led to potential risk management prevention and response initiatives to defend the FBI from technological attacks at FBI facilities and communication networks.

Stout has been responsible for numerous corporate and special events operations ensuring adequate security procedures were in place based on the threat level.

He has planned and led oversight of all aspects of security risks, providing technical and counter technical security measures and personnel resources, e.g., event access credentials, canines trained to alert for explosives, crowd control, dignitary protection, paramedical expertise, and liaison with on-site staff and local law enforcement.

Stout has significant experience working with victims of complex investigative and financial fraud matters serving as the lead FBI case agent on the fourth largest Ponzi scheme in United States history. He worked closely with the court appointed bankruptcy trustee for the restitution of all victim investors and creditors.

As an FBI SWAT team leader, Stout has been deployed on investigative and dignitary protection matters worldwide in furtherance of the U.S. interests. He served as an FBI representative on foreign soil to investigative, recover, and return kidnapped Americans.

Stout served as an advisor abroad to prepare an overseas host government for the return of deportees from Turkey who had attempted to join ISIS in Syria.

He served in the FBI crisis management program, coordinating and responding quick action, logistics and technical activities necessary to set up FBI command centers anywhere in the world where an incident requiring FBI intervention has occurred.

Stout has lectured extensively on current topics related to complex investigations, active shooter response, and technical intrusion. He has developed, nurtured, and maintained global partner relationships at the International Law Enforcement Academy (ILEA) in Budapest, Hungary, Botswana, Africa, and the FBI National Academy.

Stout’s approach at SSC is to compose from a select team of former FBI professionals, analysts, and specialists in their fields with expertise in investigative, tactical, and analytical matters. This strategy has successfully provided guidance to corporations, law firms, and high-profile clients.

Stout is a graduate of American Military University in Manassas, VA with a Master’s Degree in Security Management and Global Studies. He is a graduate of the FBI National Academy, Quantico, VA – Session 272. Richard is a member of the American Society of Industrial Security (ASIS International), the National Technical Investigator’s Association (NATIA) and the FBI National Academy Associates (FBINAA).

Stout is cleared for top secret information and granted access to sensitive compartmented information.
